The Bill

The American Reinvestment & Recovery Act (ARRA) of 2009 is a $789 billion economic stimulus bill that will impact every sector of the economy. E3c has been monitoring passage of this bill and the potential opportunities this bill offers for the energy-related investments.

The ARRA provides $16.8 billion for the Department of Energy to fund energy efficiency and renewable energy projects, to include $3.2 billion for energy efficiency and conservation block grants and $3.5 billion for general energy efficiency and renewable energy programs. Also included is $4.5 billion for the Department of Energy to fund electricity delivery and energy reliability activities.

The Department of Education will provide approximately $48 billion to provide states fiscal stabilization funding, approximately $8.8 billion of which, states may utilize to fund modernization, renovation, or repair of public school facilities and institutions of higher education facilities, including modernization, renovation, and repairs that are consistent with a recognized green building rating system.
